
The New Orleans Police Department's 1st District serves the area of the city known as "Mid City". On January 1, 1999 NOPD Superintendent Richard Pennington expanded the First District's boundaries to include a part of the Fifth District. The new area includes the area bounded by N. Rampart St./ St. Claude Ave., Elysian Fields Ave., N. Galvez St., St. Bernard Avenue, and Esplanade Avenue.
Although the First District borders the Central Business District and French Quarter, it is primarily a residential area. Some of the neighborhoods we serve are Treme', Faubourg St. John, parts of the city's 7th Ward, and the Esplanade Ridge neighborhood. Regular First District officers are supplemented by the Public Housing COPS Unit in the Lafitte and Iberville public housing developments. Other federal grants provide increased proactive policing in the war on drugs (Weed and Seed) and guns (Gun Abatement).
The First District is commanded by Captain Louis Colin who was appointed the District Commander in November, 2005.
